
ICD 2025: Onyeka Says Technology, Innovations Key to TCIP’s Success, Reinforces Commitment to Efficiency
Comptroller Frank Onyeka, the Area Controller of the Tincan Island Port Command, has emphasized the role of technology and other innovations in the success story of the command.
Onyeka made the remarks during the 2025 International Customs Day (ICD 2025) celebration, themed “Customs Delivering on its Commitment to Efficiency, Security, and Prosperity.”
He noted that the command’s adoption of innovative approaches has streamlined processes, reduced delays, and enhanced the ease of doing business, contributing to its success.
During the annual commemoration ceremony held at the command office in Lagos, Onyeka stated, “I stand before you today on this auspicious occasion of International Customs Day 2025. This year’s theme resonates deeply with our mission at the Tincan Island Command and aligns seamlessly with the strategic priorities of the Nigeria Customs Service (NCS).”
He acknowledged the World Customs Organization’s (WCO) mandate to translate commitments into tangible actions, emphasizing Customs’ role in facilitating legitimate trade, ensuring border security, collecting government revenue, and fostering sustainable economic growth.
Regarding efficiency in trade facilitation, Onyeka noted, “Trade facilitation remains a cornerstone of our work. At Tincan Island Command, we have adopted innovative methods to streamline processes, reduce delays, and improve the overall business environment. The upcoming deployment of the B’Odogwu (Nigeria Customs Unified Customs Management System – UCMS) will automate key procedures, ensuring transparency and minimizing human intervention.

The integration of advanced technologies, including blockchain, e-Customs platforms, and artificial intelligence, has enhanced cargo clearance speed and reinforced our commitment to global best practices, as evidenced by the pilot command at PTML.”
On stakeholder engagement, he stated, “By fostering partnerships with terminal operators, freight forwarders, shipping lines, and regulatory agencies, we have created a collaborative ecosystem that supports seamless operations. These efforts have contributed to Nigeria’s improved ranking in the Presidential Enabling Business Environment Council (PEBEC), the Logistics Performance Index (LPI), and the Ease of Doing Business assessments.”
Addressing security as a pillar of prosperity, Onyeka emphasized that the security of the supply chain is non-negotiable. “Our intelligence-driven risk management systems ensure we maintain a balance between facilitation and control. The adoption of smart border technologies, such as non-intrusive inspection scanners and advanced risk profiling tools, enhances our ability to intercept illicit trade while promoting legitimate commerce.”
He further elaborated on the “Tincan Anti-Smuggling Initiative,” which has successfully intercepted contraband goods and ensured compliance with regulatory standards, thereby safeguarding national security and protecting the economic well-being of legitimate traders and businesses.

On fostering sustainable economic growth, Onyeka remarked, “Our role extends beyond managing trade flows; we are key to national development. Customs revenue significantly contributes to government funding for critical infrastructure projects. In 2024 alone, the Tincan Island Command surpassed its revenue targets, a testament to our officers’ dedication and the efficiency of our systems.”
He stressed the importance of sustainability, stating, “Beyond revenue collection, we are focused on promoting environmentally friendly trade and compliance with international conventions on hazardous materials, contributing to a greener future.”
Onyeka urged all stakeholders to translate the theme’s challenge into actionable results through a comprehensive action plan anchored on three pillars: capacity building, enhanced collaboration with the private sector and government agencies, and a commitment to accountability and integrity.
