
NCC Highlights Benefits of General Authorisation Framework at Stakeholder Forum
THECONSCIENCE NG reports that the Nigerian Communications Commission (NCC) has underscored the significant advantages of its proposed General Authorisation Framework reform for Nigeria’s telecommunications sector.
The framework aims to foster innovation and unlock new avenues for market entry, experimentation, and growth.
Speaking at a stakeholder forum on Thursday, Dr. Aminu Maida, NCC Vice Chairman/CEO, emphasised that the framework offers a flexible and responsive regulatory licensing approach.
This structure is designed to accommodate new and emerging services that do not align with existing licence categories. Dr. Maida noted that the telecommunications industry is at a pivotal juncture, requiring a regulatory paradigm that is not merely responsive but actively enabling.
The EVC detailed three core instruments introduced by the framework, including Proof-of-Concept Pilots which enable the validation of novel ideas in real-world environments; Regulatory Sandbox which allows innovators to test solutions, such as Open RAN trials or dynamic spectrum sharing, under controlled, risk-managed conditions; as well as Interim Service Authorisation which provides authorisation for services that do not fit within current licence classifications.


“By adopting this approach, we are providing a platform for innovators of various sizes – whether they are start-ups or established companies – to demonstrate feasibility, assess risk, and measure outcomes before deployment,” Dr. Maida stated.
The EVC stressed the immediacy of Nigeria’s digital economy, asserting that the communications sector forms the bedrock of innovation, inclusion, and economic advancement. “To sustain momentum, we must be bold, collaborative, and committed to building a resilient and innovative ecosystem. Through the General Authorisation Framework, we are unlocking new pathways for experimentation, market entry, and growth,” he affirmed.
He stated that the liberalisation of Nigeria’s telecommunications sector over the past 24 years has led to phenomenal growth, achieving over 79.65% teledensity and 48.81% broadband penetration as of May 2025.
He attributed the progress to the rapid uptake of mobile technologies, surging data consumption, and increasing demand for digital services.
Dr. Maida reiterated that the evolving nature of innovation now demands an enabling regulatory framework, adding that, “Nigeria’s telecommunications industry, a catalyst for national development, has revolutionised communication, enhanced information access, and reshaped business operations.”
He said: “The accelerating pace of disruptive innovations, including 5G deployment, AI-driven smart networks, blockchain applications, and fintech advancements, is profoundly transforming the telecommunications ecosystem.
“These developments are reshaping critical sectors such as communications, finance, education, and governance, unlocking substantial potential for inclusive growth, improved service delivery, and sustainable national transformation.”
Dr. Maida concluded by urging collaboration to deepen the innovation value chain, nurture indigenous solutions, build investor confidence, and ensure equitable distribution of digital transformation benefits. He emphasised the importance of expanding access, bridging connectivity gaps, and empowering youth, women, and underserved communities through inclusive innovation.
The event saw participation from industry leaders, telecommunications executives, representatives of telecom associations, innovators, and tech entrepreneurs.
