Niger Governor Bago Bans Dreadlock, Others In New Executive Order

THECONSCIENCE NG reports that Governor Umaru Bago of Niger State has issued a sweeping Executive Order aimed at curbing rising crime and youth unrest in Minna, the state capital. The order targets street gangs, drug abuse, and related criminal activities, and takes immediate effect.

 

Among the most controversial aspects of the directive is a ban on dreadlocks among youths, which the governor claims is part of a broader strategy to dismantle the identity markers and networks of street gangs. Individuals with dreadlocks are to be arrested and forcibly shaved.

 

Governor Bago emphasized that the move is not aimed at innocent citizens, but rather those involved in criminal activity. He urged residents to cooperate with security agencies and report any suspicious behavior.

While some have praised the governor’s bold stance, others have raised concerns over potential human rights violations.

 

“We cannot fold our arms while criminality takes over our capital. This is the time to act, and we must act with firmness,” Bago said.

 

Key Provisions of the Executive Order:

 

  • Possession of Weapons: Anyone caught with weapons—including knives, sticks, or other dangerous items—will be treated as an armed robber. In extreme cases involving police shootings, families of the deceased may be required to pay for the bullet used before claiming the body.

  • Ban on Dreadlocks: Youths found with dreadlock hairstyles will be arrested and forcibly shaved as part of efforts to disrupt gang culture.

 

  • Curfew on Commercial Motorcyclists and Tricycles: Operations of Okada and Keke Napep are now limited to 6:00 AM – 6:00 PM daily.

 

  • Crackdown on Bail Seekers: Anyone attempting to secure bail for known thugs will be arrested and treated as an accomplice.

 

  • Accountability for Traditional Leaders: Community leaders found supporting or harboring criminals will be arrested and face possible dethronement.

 

  • Demolition of Drug Havens: Any property involved in the sale or distribution of drugs will be demolished, and the occupants prosecuted.

  • Establishment of a Special Court: A dedicated court will be set up under the Chief Judge to fast-track cases related to thuggery and other crimes.

 

  • Increased Surveillance: High-risk areas such as Angwan Daji and Barkisale will be placed under heightened security monitoring.

 

  • ‘Operation Flush’ Restructured: The anti-crime task force will now report directly to the Governor for improved coordination and rapid response.

 

  • Drug-Smuggling Vehicles: Vehicles caught transporting illicit drugs will be seized and become property of the state.
